Sanitary Survey Information

"Sanitary survey means an onsite review of the water source, facilities, equipment, operation and maintenance of a public water system for the purpose of evaluating the adequacy of such source, facilities, equipment, operation and maintenance for producing and distributing safe drinking water." 40 CFR 141.2

The eight elements of a sanitary survey per the EPA and states joint guidance on sanitary surveys are:
  1. Operator compliance with regulations
  2. Source protection, physical components and condition
  3. Treatment
  4. Finished water storage
  5. Distribution
  6. Pumps/pump facility and controls
  7. Monitoring, reporting and data verification
  8. Water system management and operations
The purpose of a sanitary survey is to evaluate and document the capabilities of a water system's sources, treatment, storage, distribution network, operation and maintenance, and overall management and financial capacity to continually provide safe drinking water and to identify any deficiencies that might adversely impact a public water system's ability to provide a safe, reliable water supply. Sanitary survey activities:
  • are compliance driven
  • identify sanitary risks which may compromise the "multiple barrier" protection of a water system
  • provide a comprehensive and accurate record of a system's components
  • assess the operating conditions and adequacy of the water system
  • determine if past recommendations have been implemented effectively
Goals of a Sanitary Survey
  • Comprehensive inspection of drinking water system
  • Effective in producing safe drinking water consistently and reliably
  • Evaluates system's compliance
  • Evaluates water quality data and capacity development
  • Draws conclusions about system's integrity
  • Identify potential problems
  • Most importantly, ensures that reliable and safe drinking water is provided to the public

Who can perform sanitary surveys? Any individual approved under 18 AAC 80.435.
