Summary: The Department of Revenue, Treasury Division is recruiting for a full-time permanent Accountant V in Juneau. The Treasury Division is the bank and trust department for the State of Alaska. It provides cash management, portfolio management, debt management and accounting services for the various retirement funds, the State's General Fund, the Constitutional Budget Reserve Fund and numerous other funds and trusts. This position is assigned to the division's asset accounting section.

Duties of this Position may include but are not limited to:
  • Serves as backup for the State Comptroller in their absence overseeing Asset Accounting
  • Supervise a staff of five accountants
  • Review monthly and quarterly reconciliations for alternative investments
  • Calculate and track the State and ARMB's management fees, performance fees and unfunded capital commitment amounts
  • Compliance over pricing provided by the custodial bank
  • Assistance with yearly independent audit of the Treasury Division
  • Interpretation and application of policies, procedures, contracts, regulations, and statutes
  • Other duties and projects as assigned

  • Thorough knowledge of accounting theories, concepts, principles, and methods
  • Skill in preparing accurate, complete, and concise financial reports, budgets, and statements
  • Skill in analyzing and implementing improvements to manual and/or automated financial systems
  • Ability to instruct, supervise, and evaluate employees
  • Ability to communicate effectively with others, verbally and in writing
  • Ability to analyze and solve problems both independently and collaboratively
  • Ability to apply advanced technology, operate new and old systems concurrently, and conduct examinations requiring an integrated analysis of intricate and complex accounting systems, business activities, and financing
  • Excellent time management and organizational skills, reliability, accuracy, attention to detail and the ability to work under pressure with limited direction is preferred;
  • Ability to identify discrepancies or inaccuracies in financial data and make corrections;
  • Skill in creating and maintaining Excel spreadsheets; and
  • Ability to interpret, apply and explain policies, procedures, regulations and statutes.
Minimum Qualifications

Any combination of education and/or experience that provides the applicant with the knowledge, skills, and abilities in accounting, budgeting, or financial management, equivalent to those typically gained by:

a bachelor's degree in accounting, finance, or a related area of study, and three (3) years of responsible professional experience in accounting, budgeting, or financial management, preferably in the public sector.
