Motor Vehicle Regulations

In order to provide for the protection of pedestrians, to keep fire lanes clear, and to avoid unnecessary expense for campus maintenance, it is the policy of Student Housing that motor vehicles are not permitted to be operated or parked on campus malls, sidewalks, and lawns. The following vehicles may be operated on campus malls, sidewalks and lawns without special approval by the Facilities Services:

  • Emergency vehicles (police, fire, medical, etc.)
  • Approved vehicles for handicap use
  • Certain maintenance and operating vehicles
  • Snow removal and grass cutting equipment
  • Mail, fuel, and commercial delivery vehicles

Student-owned vehicles may not park up on sidewalks, on the walkways between apartment buildings, or on the access road to the rear of Banfield Hall unless they have gained approval from a staff member to move heavy belongings in or out. Residents requesting such permission may contact the CA on duty by calling 209-6539, and the CA can decide whether to unlock the gates.

Residents may not drive on sidewalks and walkways simply to unload groceries or other such items; the gates will remain open for residents to move in and out of their apartments at the start and end of each semester. Students and their guests may not park along curbs, on grass, or on the street anywhere in the housing complex. Additionally, vehicles may not be parked in front of dumpster sheds or in the areas marked off with diagonal yellow lines. Specially-marked spaces are reserved with posted signs, including Housing vehicle spaces, maintenance vehicle spaces, professional live-in staff spaces, and handicap spaces. Fines will be assessed to drivers who park inappropriately.
Students will be subject to the following fines for violations of the Student Housing parking policy:

  • Unregistered vehicles without permit $25
  • Parked in handicap, service fire zones and areas $75  ($100 if cited by the city)
  • Parked in restricted or reserved space: $20
  • Prolonged inoperable condition of vehicle  $15
  • Parked in inappropriate place (non-space)  $15
  • Vehicle occupying more than one space  $10
  • Resident parked in visitor space  $10
  • Failure to move vehicle for posted snow plowing $10

Additional fines may be assessed for other parking or driving offenses that are deemed obvious violations of the nature of the above motor vehicle and parking regulations. Appeals for university-issued parking tickets can be directed to the Residence Life Manager but will only be considered for extreme circumstances. Tickets on vehicles that were not moved during snow plowing may be appealed with proof that the owner was absent during the entire time that the plowing notices were posted.

Fines are immediately due and will be charged to the student account. Non-residents may pay fines at the Lodge Desk. For vehicles that are not registered, the owner will be determined by a search that is requested through the Department of Motor Vehicles, with the $10.00 cost of the search being added to the ticket fine.

Any recognized UAS student found to have violated the UAS parking policies will have the ticket fines assessed to his or her account. For visiting offenders whose names do not reveal an owner with a current student status, the offenses will be documented, and subsequent violations may lead to an immobilizing boot being placed on the vehicle until outstanding parking tickets are paid in full at the Lodge Desk.

Anyone not complying with the campus parking policy and posted parking signage is subject to towing without notice at the vehicle owner’s expense. The Residence Life Staff will attempt to contact owners of inoperable or abandoned vehicles and visibly label the vehicles for towing at least 48 hours prior to having them towed, unless the vehicle’s placement or condition poses an immediate threat to the safety of others. Those wishing to retrieve their towed vehicles can contact the Residence Life Manager for contact information for the towing company. The towing company will hold the vehicle up to thirty days if the student expresses intent to retrieve the vehicle and can pay the towing fees to the towing company.

Abandoned vehicles, or those towed that are not retrieved within the thirty day time limit will be disposed of, and the owner will be charged $325 by the university. A vehicle will be considered abandoned when it remains in the parking lot for 30 days with no communication from the absent owner, when the owner has been contacted by the Office of Residence Life and fails to respond to requests to move the vehicle, or when the owner communicates intent to allow the vehicle to be towed and disposed of.

Report all vehicle accidents, losses or vandalism to the Lodge Desk or the CA on duty. UAS assumes no liability for loss or damage to vehicles parked on the university campus.

Snow Removal

Fun in the snowPeriodically through the winter, it is necessary for Facilities Services to plow the housing parking lots. It is imperative for residents to cooperate in moving their vehicles to properly facilitate this process. It is far easier and more efficient to plow the entire length of an empty lot rather than to work around a few vehicles, leaving unplowed spaces. Generally, either the upper lot or the lower lot will be plowed so that vehicles may be moved to the opposite lot. Residents will receive printed notices on every suite and apartment door with a minimum of 24 hours notice. They are expected to make arrangements to move their vehicles some at some point before the posted plow time has been scheduled. In the spring the same process is used to sweep the gravel from the lots that has accumulated over the summer. There is a $10 fine for failure to move a vehicle for a posted plowing.
