UATV
University of Alaska Television, or UATV, broadcasts MPA and some BBA classes through satellite TV and streaming video. While students connect with the UATV internet stream through their class website (to facilitate Live Messenger) anyone can watch the programming through the UATV website at http://uatv.alaska.edu/. So your Aunt Minnie in Peoria can watch your class with you!!! Besides classes there are a number of other programs including the Governors Window every day at 3:30, Our Alaska, UA Showcase and the Alaska Public Health Training Network. During non-programmed time, UATV connects with NASA television. The programs are streamed through both Real Media and Windows Media players. Consult the website for program schedule.
Admission Application Reminder
Students may take up to three classes in the MPA before being admitted. Unfortunately, this flexibility has caused some to delay submitting their paperwork. Don’t let yourself get caught in a bind. Please submit all application material as soon as possible. This really does not take long to do. For more details go to

Summer Elective in Non Profit Management
Although it seems early, now is a good time to start planning your summer course electives. The nonprofit sector is continuing to expand especially with the growing emphasis placed on contracting out government services. It is beneficial to managers in both the governmental and the nonprofit sector to understand the core management issues in this rapidly evolving sector. This course in nonprofit management is designed to provide students a strategic and comprehensive approach to management in the non-governmental sector. Areas essential to managers will include human resource management, proposal writing and grant administration, fund development, leadership and board development, strategic management, law, and program development among others. American Society for Public Administration (ASPA)
ASPA is one of the two main professional organization for public managers and is focused on enhancing public service careers. Some of you are familiar with the ASPA Code of Ethics found at http://www.aspanet.org/scriptcontent/index_codeofethics.cfm
Students can join ASPA (at a discount) and receive their two main publications, Public Administration Review and PA Times. I encourage you to explore their website http://www.aspanet.org/ and to consider joining the organization.
National Association of Schools of Public Affairs and Administration (NASPAA)
NASPAA’s mission is to maintain excellence in public administration education and to promote the ideal of public service. I’ll be attending the NASPAA national conference in Minneapolis in a couple weeks. Their website http://www.naspaa.org/ has a number of useful links for students and is worth exploring.
Canada West Foundation
Canadian students may be interested in becoming familiar with the Canada West Foundation http://www.cwf.ca/abcalcwf/doc.nsf. The Foundation conducts non-partisan economic and public policy research of importance to the four western provinces, the territories, and all Canadians. Most of their publications can be viewed and downloaded in pdf format at no charge.
Ethics and Accountability: Best Paper Award
The Johnson Institute for Responsible Leadership in the Graduate School of Public and International Affairs, University of Pittsburgh is accepting submissions for the 2006-2007 Johnson Award for Best Papers in Ethics and Accountability in Public Service.
A blind review process will result in the selection of at least one (1) winner in each of the following categories:
• Papers already published or accepted for publication in refereed forums (in journals, as chapters in books, etc): $2,000
• Work in Progress (not accepted for publication at the time of submission): $1,500
• Student Papers (including work by doctoral students prior to the award of the degree): $1,000

Alumni Note
Will Ellis (’03) has been selected for O6 (Captain) in the USCG Reserve assigned to District 17 as the Senior Reserve Officer/Reserve Chief of Staff. Will is also Wildlife Commander for the Southwestern Region for the Alaska State Troopers.
